Why do some pomeranians have different face structures with a longer or a smaller snout & tongue?

The AKC breed standard actually changed over the years. Until 1960 the muzzle was allowed to be pointier, because the head and nose had to look like a fox. I deduce that breeders selected for more of a teddy bear look.
