SOFT DOG MUZZLE TO COMPLETELY STOP DOG EATING?

I need to find a soft comfortable muzzle for my small terrier dog. Poison has been put down in places where I have to be able to walk him so I need something that will completely stop him being able to eat or drink. It needs to allow him to breathe properly and preferably pant, but I dont want one that is open over the nose area as I would be scared he could get poison through it. A few years ago I found some on ebay that were solid material up to half way up the dogs snout, past the mouth, and then mesh over the actual nose which allowed them to breathe. Something like this would be perfect, and it can be brands they sell in Ireland pet shops or online. Thank you for any ideas.
